LA, upper portion of Jupiter-C with Satellite atop. Tilt down to base. Gen. Maxwell Taylor and other officers walk by. Band music heard in the background. MLS, Army Band playing in front of the Institution. In fg. people taking seats, others already seated. MS, Color Guard comes to attention behind lectern. Off-screen, the National Anthem is playing. Dr. Leonard Carmichael walks to lectern, makes welcoming speech. He mentions the guests, among them Gen. M.D. Taylor, Dr. W.H. Pickering, Dr. J.A. Van Allen, Honorable Hugh M. Milton, Dewey Short, Lt. Gen. Arthur Trudeau, Dr. Wernher von Braun, etc. MS, Army Secretary Brucker makes presentation speech. He recalls the launching of Explorer I. The talk is incomplete.
